It's certainly not a case of just turning up at the border.
The bottom of your link states:
Only people who provide essential services, for example truck drivers who regularly cross the border to maintain the flow of goods, are exempt from the quarantine requirements.
I'd recommend looking up the actual order and its exemptions, which can be found in S. 6 here for the ~15 exempted groups: (I can't post URLs, but search up "Order in Council

6 The requirements referred to in paragraph 3(1)(a) and subsection 4(2) do not apply to
(a) a crew member as defined in subsection 101.01(1) of the Canadian Aviation Regulations or a person who enters Canada only to become such a crew member;
You still, of course, need to meet the other requirements for entry in the first place. Unsure if training would do it.
