This is not correct. If the advisor says no then you go to the Ombudsman who will also likely say no. As I mentioned, if the Advisor says yes and it proves to be incorrect advice then they are basically out of business (and as there are very few reasons for you to move from DB to personal pension then no is 99% likely).
