I assume CASA would wish to partake in such a sharing, not because of any direct relationship with aviation safety but because of the institutional cachet of having access as well as the power it confers for enforcement purposes.

Consider what could happen in a case for example. where there is a dispute between a pilot or an aviation business owner and CASA. CASA could potentially have access to the targets full financial and family situation, travel history, employment history and so on.

I am leaving out any reference to Avmed. The issue there is plain enough.

The danger I see in these proposals is always the same; a power imbalance between Government and the governed that will always be exploited for evil purposes. The result will be that people’s trust levels will be further reduced and they will compensate by telling Government less about themselves than they should as well as deliberately avoiding engaging.
