In WA's case it is one of capacity. They testified in the Palmer trial than can manage 7 hotels associated with COVID quarantine. They currently have 6 operating. So long as they continue to decree
everyone entering WA
must go through the quarantine process, irrespective of their risk factors, that in turn limits the percentage available for international travellers.
