A Special Flight Permit (SFP) issued by Designated Airworthiness Representatives (DAR’s) from the geographical Flight Standards District Office (FSDO) doesn't authorise an OCONUS flight UNLESS that nations airworthiness authority gives its permission for the flight to occur.
