Looks like they'd closed off the road where it had no central barrier - but he was definitely a bit short............... I've seen a few very straight pieces of road in Russia that have been used for this - no sign of any special strengthening...............
There were several in 'West' Germany too - a mile and a half or so of straight autobahn with paved central reservation and removable central barriers and a rastplatz at each end.
