And.. when you get it in writing, please share here. However, I can assure you of the fact you will not get it in writing. I’ve spent an hour on the phone to Business Victoria to get a vague (and uncertain) answer. I asked for it in writing, to no avail. I asked for clarification, or a document I could reference so that I had something in writing.. was told that the department would give me a call back the following day.. they didn’t. I’ve spoken with other professionals that have had similar experiences.
As for your original question, the answer is probably no. Even if you found a loophole, or were creative with interpreting the lockdown rules.. you’d still have to convince an aviation-ignorant police officer, and I don’t like your chances there.
