as far as I understand EASA Always regulates company but the main institution is the local authorities, so do not expect great things from EASA in order to control fatigue levels and such things...
in the other hand they are struggling crews, opening bases, bringing aircrafts... with 265 pilots less (1/4) so this is a thin line... people will start to call sick, fatigue... also for Western Europe pilots do not have a sustainable roster to come and see their families is hard psicologically...
so all this factors make unsafe for a pilot to be fresh and fit to fly
