It's just possible that the rules under which the FCO operates allow it to give separate advice to different regions (country X is ok but avoid region Y) but that the rules of the Home Office don't allow it to distinguish arrivals from different areas. Hence the FCO don't discourage travel to the Balearics/Canaries but the HO can't separate them for quarantine rules.
