Somewhere like Tenerife will act as a mixing pot for much of Europe... people arrive, mix with a lot of different people from all over the continent that they normally never mix with (allowing plenty of infection possibilities) and then go back home after a week.
The Covid cases and deaths end up being recorded in the UK / northern Europe, but infection occurred in Tenerife, and an incubation period while Joe Bloggs was on the beach
