I've seen similar before, do not be discouraged. It's the human nature of people in HR getting the better of them.
At daring times like these, when firing and recruiting happen en-masse as the company navigates changing tides (epmuphemism for rudderless) they try to do their absolute best. Feeling as if the weight of the whole corporation future stands on their shoulders, it is almost unavoidable to end up overcomplicating things and running in circles.
Feeling of self-importance, especially when partially true, and trying too hard is never conductive to creating reasonable solutions.
Happens to pilots too, there'd be no foul play. Just erraticism under pressure.
