The only reference to logging instrument ground time that I can find relates to training courses, which will be approved:

(b) Logging of time:
(4) instruction time: a summary of all time logged by an applicant for a licence or rating as flight instruction, instrument flight instruction, instrument ground time, etc., may be logged if certified by the appropriately rated or authorised instructor from whom it was received;
I have certainly never logged Sim time other than in the back of a log book with the exception of an approved course where it is certified.
