One of the stats used to push the figure higher is Purchasing Power so somehow Russia are spending 3 times more than they physically are and likewise China which means US DOD Budget needs to keep rising.

Sadly US Budget spending is doing exactly what it did to USSR, everybody wants a piece of the cake.
