Not sure where rare getting your information from? Portugal has had fewer cases overall (37k) than we’ve had fatalities and ‘only’ 1500 deaths. There were 336 new cases in Portugal yesterday - a quarter of the U.K. rate?
On that basis they seem to have handled things quite well?
