(Former Mil ATCO) If I was giving an 'unusual' instruction, such as the "heading 180º" in this instance, I would always try to supplement it with a reason. I suspect most ATCOs here would do similar ... time permitting, of course.
At a pinch, my stated reason might even be spurious to achieve the desired safety aspect. "Traffic sequencing" usually worked well.
