Copyright on RFM content for use in a digital emergency checklist

I am thinking about developing an electronic emergency checklist based on the OEM flight manual,
and ideally use selected original content from the section 3 modified slightly for indexing etc.
I note the flight manuals of course carry the usual copyright warning at the start.
This got me thinking abut the legal issues as i imagine permission would be required to use some or any content, and the options related..

1. use it anyway without agreement, can it be done for internal company use?, what about if you sell the checklist?
2. enter into an licensing agreement with the OEM, what form could that possibly take? are they likely to want to do it?
3. any other comments, you guys have would be helpful, i am aware i need a legal opinion at some point.?
