I'm not sure it's a question of a civil servant "thinking about it". It is more of, this is our procedure: OP has the 737, which they can't grant without also granting the MEL, as it is the superior class for the type.
I was just granted MEL on my initial FAA Airplane certificate, check-ride was for a Type Rating, no light twin time demonstrated.
