I can see a small market for sea food going out by air - it can be very high value (especially in Asia) but beef & lamb - I don't think so
The local market is small and not going to require a vast amount of imports. If there was some high value factories in Darwin you might attract freighters - but there's not and
AFAIK there are no plans to build (say) a new computer chip factory there. If you look round the world at areas dominated by agriculture you don't see many (or any) large airports (other than storage & the military.
Airports go where there are people, and business and money
