I think so, apparently the list came down to 19 in the end, but yes, I would say these are all "interested parties" to use the administrator's description, and so they are all "bidders" in that same way, but this doesn't mean you would have all 19 of them putting in a bid to buy Virgin. They will come together in "consortiums" and would already have done so, for example if Twiggy Forrest and Wesfarmers decided to work together, each would be an "interested party" and each would have some representative in the administrator's "data room" but in the end they would bid as a single group.
