He isnt paying for the infrastructure or disruption, at least not unless he uses the extra capacity post 2023 and pays the additional fees. It seems he wants his cake and eat it. DurIng the Great Depression the US government embarked on some huge infrastructure projects to help a beleaguered economy. It could be argued that the economic damage that C19 is doing to our economy that we need similar large projects such as HS2 and the 3rd runway now more than ever..
