A relative of a family friend who is Polish was studying in Uni in UK. He went back in mid march when lockdown happened. Met at airport, app installed on his phone, told to isolate and told they would track his phone. He got messages to respond to at all time of the day and night from 9am to midnight. It wasn't that difficult.
More appropriately, if you want to use track and trace to keep an outbreak suppressed you need lots of bodies doing the track and trace. This becomes pretty unwieldy when you have >>2/100k new cases per day. So we need to really 'crush' the new cases quite a bit further for T&T to become workable in that sense. If we hadn't stopped, but had scaled and worked on T&T all along we would be much more ready to rely on it than we are now, but still not ready.

BTW for England we are talking about 550 new cases per day for a week or so, at best.
