And germany requires and suggests so called "community masks" or "mouth and nose coverings", so not certified masks, just to reduce the spread of small droplets, but not designed to protect the wearer. Same reason here, not enough certified masks for all. By the way, Lufthansa requires the passengers to wear a mask as well, however, they have to bring their own mask as far as i know.
