It seems 'new' means vulnerable and 'older' means patched.

Unfortunately it doesn't really work like that. Hackers will attack any system they can find a way into, they don't care what operating system it is running and new vulnerabilities will be likely to apply to older systems as well as newer ones, the difference is the newer system will be updated to protect against it whereas the older unsupported system wont. The longer a system remains unsupported the more "holes" it will have in it's security.
If your theory were correct then running a Windows 95 system or a Windows XP system could be considered secure - it certainly would not be
