Any Govt will be looking to cut other expenditures - HS2 and R3 are obvious targets. R3 especially as it will be several years before we get anywhere near 2019 passenger numbers and movements. If the Govt don't stop it the anti-s will go back to the courts on the basis that everything has changed and all the old traffic forecasts are now total rubbish (which is correct).
It won't be necessarily about expenditure. Those types of projects the costs can be spread over decades especially if they issue bonds to pay for them. The government may well view R3 and HS2 as big enough infrastructure projects to go ahead to help stimulate the economic growth so I wouldn't write either off from happening.
