Darwin could fit some of the clues: Charles of that name was active in Britain in the 19th century. There are cardinal points in the names of the territory (Northern Territories) and the country (Australia: 'Australis' being Latin for 'Southern'). But MJG has already told us that the cardinal points are West and South.
I'm confused and probably barking up another incorrect tree!
