Seen this before unfortunately in the 70s -80s to prevent hijacked aircraft to refuel. Ordering vehicles on a runway to prevent an aircraft to land is a criminal act. If IATA has balls they would make a data base of people responsible for these kind of actions and ban them from flying on any of their airlines for life..
