Officer recommendations are made on the basis of a thorough assessment of the application against planning regulations and law. If it goes to appeal the authority will almost certainly lose and incur significant costs in the process. Planning Committees will go against a recommendation because they don’t want the local aggro and in the knowledge a Secretary of State will say yes for them.
