1987,
I'm no labor historian but just to clear up the terminology, "closed shop" is illegal in the USA. You perhaps mean "union shop" ? Do you have "agency shop" provisions for those who don't want to be card-carrying union members (not sure why a person wouldn't just join) ?
A "
closed shop" became
illegal in the United States with the passage of the Taft-Hartley Act of 1947. A closely allied term is the "
union shop." Under that arrangement,
union membership is not required for employment, but a new employee must join the
union within a specified period of time.
