Yes, that's probably an accurate sentiment but I don't think these "agencies" cook up a flow on their own to lure the unsuspecting in pursuit of referral fees.

If anything, the regional ( perhaps in concert with a LCC) cooks up a flow of unknown or disputed efficacy as a marketing tool for recruiting.

This particular "flow" has been discussed on APC. At the risk of telling you something you already know, here is the thread. In any event, choose the regional that suits your career purposes without reference to any gimmicks.
