The RAF has a
requirement for 1280 JO pilots, 640 sqn ldr/wg cdr pilots (around half of whom are in staff roles), 340 WSOs at wg cdr and below and 810 NCA of all ranks. So I take it you don't comprehend the difference between 'most' and 'all'...
