I doubt that there was ever any chance this would not be shared publicly, regardless of the author's intention (although I agree that he probably wanted it widely distributed).
Imagine being one of the original recipients and wondering what life would be like if you
didn't circulate this (including to press/public) and your agency signed on to MAX RTS, followed by . . . another crash.
