However it is a little ambiguous and can be interpreted in different ways!
The sentence "

A carrier could then claim that too much hand luggage "
incluidos los artículos adquiridos en las tiendas situadas en los aeropuertos." including purchases from airport stores, could jeopardize the safety of the aircraft by making it too heavy.
