1 tonne of carbon is surely not equivalent to 1.8 tonnes CO2.

Molar weight of carbon = 12 g. Molar weight of CO2 = (12 + 2 * 16) g = 44g.

This implies 1 tonne carbon is equivalent to 4.4 tonnes CO2.
