I have not looked into it but I would be sure that the visa holder is held to the employer for the duration up until
PR is granted.
An application for
PR is possible after 3 years - and a grant can take a long time (years) and you are still tied to the old visa conditions until
PR is granted or the old visa expires.
This can be far worse than any financial bonds imposed on top.
