In the States you have to be a commercial pilot with an instrument rating BEFORE you can be an instructor.
In Europe you can be an instructor with only a PPL, but you need more hours than a CPL holder would, so its actually cheaper to get a CPL first as well. In both places you need to have the right to live and work there.
