Well, full FBW airliners can do. But the 737 isn't FBW, so sticky patches are unsatisfactory. Basically if it isn't absolutely robust FBW, then common sense dictates that the airframe has to be aerodynamically stable throughout the envelope, necessitating mods such as tail strakes.
