Spoilers tend to stay up even without hydraulic power on the ground. I have arrived on aircraft with spoilers up at the gate a couple of times (I guess the previous crew forgot about them and then also forgot doing the after landing checklist...) and they only retracted after applying hydraulic power to the systems.
