That maybe the case but £500 million is reputed to be in ATOL fund so that will be used. What is collected isn't likely to be just sitting in a bank BUT this has been collected over a number of years and should be used for its purpose.
No doubt there will be a sneaky attempt to increase this tax but if it does what it says and pays out every couple of years then no reason to tax people more.
