Whilst I'm sceptical, it wouldn't be without foundation if local hoteliers started in localised instances... charging the guests directly. Imagine a hotelier in Brighton having a bunch of guests and then finding out on the news that the breakfast you are about to cook them will not be paid for!!! I'm sure you'd react in a similar way!
