Deep in the MAX threads there's AFM and circuit diagrams that may confirm that trim can still be blocked by the column cutout, that MCAS bypasses.
Someone, somewhere (leehamnews?) posted a big break down showing the NG and MAX wiring and how the bypass in the MAX worked.
Don't take any of it to say Boeing was correct in not explaining the system and the changes better.
