Only an IAA-authorised FE may sign the Certificate of Revalidation for revalidation of an SEP Class Rating included in an IAA licence if that has been achieved by experience. UK CAA's view, as stated in their emails to foreign Examiners, authorising them to proceed with a LPC on a UK candidate.
It appears the IAA is more liberal - see above document. There is nothing there about a limitation when revalidating by experience.
