Yes, that does look like an undershoot. The approach appears to have been flown with precision, suggesting that an early touchdown was intended. Google Earth tells me that runway is 2000 feet long, so I can imagine a pilot focusing on preventing landing long. And, there appears to be quite an upslope to the end of 08 where the crash occurred. I've seen AN-2 operations into a shorter runway with no apparent difficulty, so it seems reasonable that the pilot planned to land there, it just didn't work out this time...
