This is exactly what I have heard from all of the PTF cadets that have taken the upgrade (through more PTF) with barely 3 years of commercial aviation experience, some even less than that.
Any HR Department that demands explanations in written of why after 14k hours one is not a Captain should also rise an eyebrow in the candidate regarding how that airline is being run.
While I am fully aware there could be circumstances or a string of bad luck, but the first impression will be “deemed not suitable for upgrade” - and in 9 cases out of 10 it will be rightly so.
