Might I offer a comment ? If The GV is who the registration claims to be, and I have no reason to suspect that it is not correct (certainly, the style is after his manner) he and I go back 40 years or so both pre-DCA and when he was with the organisation. I haven't spoken with him for some years but, in the past, I knew that person to be of pretty sound integrity and motivation. His post may contain an error - MS, as I understand things, was with the DOT (Inspector General ?) and an active sparring partner of the FAA ?
