55 years old with 14k hours FO with no command experience would definitely raise an eyebrow at HR departments. He will need to make a very well worded cover letter to explain how did it happened to get a chance.
This is exactly what I have heard from all of the PTF cadets that have taken the upgrade (through more PTF) with barely 3 years of commercial aviation experience, some even less than that.
Any HR Department that demands explanations in written of why after 14k hours one is not a Captain should also rise an eyebrow in the candidate regarding how that airline is being run.
