I'm also not suggesting to make that a legal requirement for basic IF but just saying that the many schools in Sydney, Melbourne and Adelaide that already tick the boxes in terms of staff, fleet and weather would see their students benefit greatly from the experience of flying with an IR instructor in actual IMC (no peeking through the left corner of the hood).
