In my outfit it's a no no to intercept the LOC in NAV.
Flying in to KIAD I would regularly get vector to intercept the loc 25 miles out at 4000’. Never had localizer signal until 20miles out. Absolutely an ATC problem, but easily solved by pushing nav instead of loc.
