About the fees, ULC is good at the beginning but things are getting uglier (means expensive) later the end of training.
About the Poland, I wouldn't come here for the fees nor the low prices. Exams are getting harder, culture and attitude is overwhelming for me (and for the most of non-european students around me) and weather is something different story, especially for the 2019 summer.
I'd advise foreign students to ask (and consider seriously) their friends about their experience of Poland before making any decision.
