CC's note on inverted union flags is correct - happens often and, for some, because they see it as being symmetrical. The culprits, jingoistic, raving nationalists don't understand that this inversion is an international distress signal, nor, particularly, that, in the UK, it is an offence of 'lese majesty'. A recent TV clip of the Maybot on continental gadabout showed the official car flying one such! Went into 'Disgusted of Tunbridge Wells' mode and remarked on this to our MP and thence to the F.O. Recently got a reply from Alan Duncan explaining that "there was a strong wind blowing when the car was prepared" !! Makes ya proud, dunnit?
