Big Pistons, did you read the NYT link? The ODA didn't approve rotor burst, the FAA manager did, overriding the concerns of some FAA personnel in the process.
The FAA manager named in the article would have directed closure of the FAA issue paper that raised the concern about rudder cable protection. He would not have approved the rotor burst analysis.
